No, the letter should be sent to no one. It is too conciliatory. No need to explain why, or how, or semi apologise as if he could stay if only he mended his ways. The letter should be short and to the point. We have booked you onto the next flight, together with your family. Pack your things and come along with us. And the letter would need no stamp. It would be delivered by hand accompanied by men riding in a big black vehicle with restraining facilities. What could be more insane than any nation importing/allowing people into their country and giving these people free housing, money, dental and medical treatment, etc. At the same time these hundreds of thousands of imported people, who are mostly Muslims, are allowed to not make ANY contributions whatsoever to the country that has taken them. Allowed to not work and live for free off hard-working, British taxpayers. British taxpayers are even forced to finance the Muslim males’ harems of multiple wives and very large number of children.

As far as Saffron goes, that is mainly frozen food entries, and as such they have the right to sell it because it is labeled ‘Halal.’ It’s easy for people to avoid consuming halal when they can see something marked as such.
It’s more important to focus on the meat sold in supermarkets and used in schools and institutions. People are tricked into buying/eating halal meat because they are not aware that it is, i.e. Butterball turkeys.
A friend in La-La Land (Los Angeles) wasn’t aware of halal until I told her about it. Now she refuses to buy anything with that label. Out there that can be a problem.
