How can this French Magazine cover be considered “incitement to racial hatred” when Islam is not a race?

Thanks to Susan for translating the cover headlines:

The INVASION – we are hiding

Two Frenchmen out of three are against Vall’s massive naturalization program

Islam: Immigration: How the Left wants to transform society

Michèle Tribalat: ‘’The ever-increasing  burden of Muslims’’

The problem (according to leftist students) is the cover page of the edition which appeared on Thursday 26 September, which shows a Marianne whose face is covered with a burka accompanied by the title “Naturalised. The hidden invasion”. Marianne is a traditional symbol of France (See sculpture below)

Islam vs Europe  “Shocked by the ‘hateful’ front page of the weekly magazine Valeurs actuelles“, the Union des étudiants juifs de France (UEJF) has registered a complaint against the magazine’s director for incitement to racial hatred, stating that the issue “contains an explicit exhortation to commit acts of discrimination or violence … against Muslims”.

For Jonathan Hayoun, president of the UEJF: “It is unacceptable that, tomorrow, in any kiosk, buying a magazine with a racist (What ‘race is Islam?)  front cover becomes something banal,” he says indignantly, for that reason “it is necessary to put a stop to this banalisation of racism with regard to Muslims.” (What ‘race’ is Islam?)

“Who would have imagined even a few years ago that in 2013 a magazine with a large circulation (more than 90,000 copies) would allow itself such hateful coverage?” (90,000 copies is considered large?)
